| Job Responsibilities
Manage Property Team of professionals, responsible for identifying and defining all property requirements for the implementation of major rail transit projects, in accordance with scope, budget, and schedule objectives
Manage property acquisition activities and strategies, including licenses, permits, and approvals
Analyze strategies in the form of acquisition and agreement type for all, property requirements
Work collaboratively with senior design and construction staff on property needs for various project elements including tunnels, systems, stations, and other surface elements
Review and provide comments to Designers and Engineers relating to integrated design disciplines
Prepare business case and property request for approval and implementation for all required properties
Manage the acquisition of properties for site offices, including an analysis of leasing versus buying during construction and future use
Identify and support the negotiations of property acquisitions, easements, licenses, and expropriation
Co-ordinate and consult with other members of the project team including Engineers, Tunnel, Geotechnical, Rail Systems, and Environmental Engineers, Contractors, Architects, and Landscape Architects
Attend project meetings and interface with clients and owners
Attend community and stakeholder engagement meetings and presentations as required
Perform all other duties and tasks as assigned
Qualifications Required
15+ years of applicable experience
Degree in Urban Planning, Real Estate, Law, or related discipline
Membership and/or Professional designation and/or association is considered an asset
Well-versed in the complete property acquisition process
Experience in a leadership role coordinating the engagement and property acquisition activities, including experience with permits and approvals, development review, and transportation management
Strong understanding of, and experience with, the expropriation process
Demonstrated exemplary skills and experience in problem-solving, adaptability, negotiation, and conflict resolution, in a high-pressure environment
In-depth experience in large, transit infrastructure projects
Extensive knowledge of various projects/project elements including Heritage sites, Urban Planning, and Transit Oriented Design (TOD)
Sound judgment, effective organizational, analytical and problem-solving skills, strong interpersonal, oral, and written communication skills, including technical report writing skills
Demonstrated ability to manage and work with multi-discipline technical teams, deal with complex challenges, and maintain effective working relationships
Sound knowledge of construction methods in brownfield sites, construction staging, and legal regulations
